2008 RULES  

 

 

A. The rules or mandates set forth herein are designed to provide for the orderly conduct of CSA sanctioned racing events and to establish minimum acceptable requirements for such events. These rules shall govern the condition of all CSA sanctioned events, and by participating in these events all participants are deemed responsible to comply with these rules. No expressed or implied warranty of safety shall result from publication of or compliance with CSA rules, regulations, or mandates. The items within this rule book are intended as a guide for the conduct of CSA sanctioned sprint car racing and are in no way a guarantee against injury or death to a participant, spectator, or official.

The initials CSA shall mean Cajun Sprinters Association, Inc., including its elected officers and executive committee members, as well as general membership.

General Rules

A. General rules apply to each and every person affiliated with a participating race car including but not limited to owners, drivers, mechanics, and pit crew personnel. All members are expected to know and conform to CSA rules.

B. Car owners will be responsible for the conduct and appearance of their crew(s) and driver(s). This applies to actions on or off the track.

C. All members must present a neat, clean and professional appearance.

D. All disputes that involve racing procedures will be settled by CSA officials. If a member should have a dispute or complaint with any track official or administrator, he/she should bring it to the attention of a CSA official. The official will meet with involved parties to resolve the dispute. Under no circumstances should a member directly approach race track staff over a dispute or complaint. Drivers should not attempt to solve disputes or manipulate calls made by track officials while on the track thereby damaging the reputation of the CSA. Failure to comply will result in disciplinary action.

E. Any driver, car owner, or representative of a race team who approaches another team's sponsor(s) and makes negative or disparaging remarks about their sponsored car, driver, or team will be notified and suspended indefinitely or expelled from the CSA.

Car Specifications

General Body Requirements:

A. All cars will appear at the track in a clean, presentable condition including the paint and numbers. Sponsors logos may be secured to
the body and the wings as long as they do not interfere with car numbers or scoring.

B. All cars must be an open wheel, open cockpit conventional type sprint car.

Wings:

A. Top wing area is not to exceed 25 square feet and is not to be less than 16 square feet.

B. Side board dimensions are not to exceed 72 inches in length and 30 inches in height. In no case shall total side board overhang exceed 15 inches per side.

C. A car may race without a top wing if the wing is damaged after the car arrives at the track. Any car starting the race without a top wing must start in the rear.

D Front (nose) wings may have flat or foil centers not to exceed 6 sq. ft. in area.

E. Car number is required on the center top of the large wing for scoring purposes.

F. Hydraulic wing sliders are allowed.

Bolts:

No drilled out chrome moly or hollow bolts of any kind allowed.

Wheels and Tires:

A. Rim composition may be steel, aluminum, carbon fiber, or any other racing material currently sanctioned by recognized racing associations. Rims or wheels composed of materials other than noted above shall be examined and approved by CSA board members prior to being used at any CSA event.

B. Wheel base must be 80" minimum and 103" maximum.

C. The right rear tire will be stamped "American Racer" CSA, 16" width, with a 101 - 102 "circumference. Medium to hard compounds are acceptable. NO right rear tire may be altered so that it no longer meets the specs (MED. - Cold 52-54, Hot 44-48) (HARD - Cold 66-68, Hot 52-54). Tires must adhere to written specs provided by American Racer and approved by CSA. Only McCreary "American Racer" tires are allowed (left and right rear). This rule altered due to 2003/2004 contract with American Racer and was approved by the general membership.

D: Only McCreary "American Racer" tires are allowed for left and right rears all front tires are optional.

Power Plant:

A. All engine specifications are frozen for a period of three years (2004-2006). (75% rule removed for 2006).

B. No titanium lifters or internal engine parts with the exception of valve spring retainers.

Carburetion:

A. Any 2BBL vacuum aspirated conventional carburetor not to exceed 1 9/16" + .020 venturis is allowed.

B. Any 4BBL vacuum aspirated conventional carburetor not to exceed 1 3/8" + .020 venturis is allowed.

C. CSA No/Go gauge will be used to determine rule compliance.

D. No nitrous oxide, injection, turbo charger or supercharger of any type is allowed.

E. No spark boxes with micro process are allowed. Nothing that can retard timing such as a 6APlus device or any other computer designed for this purpose is allowed.

Manifolds:

Manifolds must be cast iron or aluminum for a single 4BBL or 2BBL carburetor .

Ignition System and Starter:

A. Any electronic single or dual point or magneto system is allowed.

B. Starters are optional. If a car has a *Battery it must be of a dry sealed variety for the safety of driver and rescue workers and must be mounted to the frame.

Engine Block:

Engine blocks will be production cast iron, 363 cubic inches maximum with dome top pistons.

Heads:

A. Heads will be cast iron with stock configuration. Stock configuration shall mean a head with valve stem measurements of no less than 1.875 inches to a maximum of 1.890 inches. For GM products measurement is from center to center of the valve stems. Ford and Mopar heads must follow stock valve spacing. No canted valve heads allowed.

B. Any heads other than the steel Bowtie, Eagle, Dart or Pro-heads must be approved by CSA board. Allow aluminum heads (ASCS spec. head), must add 45 lbs. of removable weight. Weight has to be verified and has to be painted white with car number on it and bolted to the car in front of the crank shaft snout. All other engine rules still apply (new 2006). Spec Heads: Brodix heads part # 27-211, #27-223, and #27-222 with ASCS stamp and may not have any performance-enhancing alterations in any way such as titanium valves etc.. Intake opening no larger than original opening, the only exception being, inlet opening may be ground or polished 3/4 inches or no further into port than the closest edge of the closest letter of the ASCS logo. During this polishing the left side of the letter "A" is sometimes inadvertently brushed with polish wheel. This is permissible as long as letter is still intact. During polishing of inlet port sometimes polish marks may go slightly further than the 3/4 inch. Intake port at no time may exceed 215 cubic centimeters.

Intake port polishing will be allowed no more than 1 1/2 inches below the bottom of the original seat ring on the back side of the bowl area and no more than 1 inch on the short side. Polishing will be allowed in the combustion chamber area to avoid hot spot chaffing. Polishing will be allowed in exhaust ports as long as the original " ASCS" logo is not affected or port shape is not altered substantially.

Absolutely no intake or exhaust port relocation, raising, enlargement or reshaping of any type. Valve angle and placement may not be altered in any way on the ASCS spec head or on any other head. Any internally repaired ASCS spec head must be re-certified by Brodix.

All spec heads must remain within 1 degree of the original manufacturing. (22-24 degree heads)

Intake port at no time may exceed 215 cubic centimeters.

Camshaft:

Roller Camshafts are allowed.

Fuel and Fuel Systems:

A. Fuel Bladders are mandatory.

B. Fuel tanks must be securely anchored to the rear chassis frame and plumbed to prevent leakage if car is overturned.

C. All cars must have a shut off valve (lever type) located at the right rear of the car, behind the wheel, to be accessible from the outside of the car. Other fuel valves (optional) may be located in the cockpit such as a control lever in the cockpit accessible by the driver.

D. Only alcohol fuels are allowed. No additives or power enhancers are permitted. Top oil or valve lube is allowed. Any electric or mechanical fuel pump is allowed.

Exhaust:

A. Any safe header or extensions are allowed.

B. "Zoomies" will not be permitted.

Inspections

A. Officials of the CSA may inspect any car for any reason. If in the opinion of the CSA official(s), a car does not comply with all requirements or specifications mentioned in this document (including engine specifications), the CSA official(s) shall have the authority to withhold said car from participating in CSA events until such violations are corrected. A technical violation and penalty will be cast resulting in disqualification, loss of points, and loss of monetary rewards for the current race season to date, infraction date inclusive.

B. If at any time a driver is found in violation of safety rules or requirements, an immediate violation and disqualification will be imposed. The driver will not be allowed to participate in any CSA racing event until the violation is corrected (Examples: ineffective helmet, no anti-sub belt, no rock guard, etc.).

C. Cars finishing in the top three positions upon completion of each heat race will weigh at designated scales. Cars finishing in the top five positions upon completion of each feature race, A and B Mains, will weigh at designated scales. Track officials and one CSA official (techman or assistant tech man if possible) will determine whether each car weighs at or above the 1600 pound limit.

Engine Protest Procedure

A. Engine protests must be presented to the CSA president along with a protest fee of $100.00 cash within thirty minutes after the last car on the track passes the checkered flag. Protests can only be filed by car owners.

* If the protested engine is found to be legal, $75.00 of the protest fee goes to the owner of the protested engine, and the remaining $25.00 goes to the general fund

* If the protested engine is found to be illegal, $75.00 of the protest fee goes to the person making the protest with the remaining $25.00 going to the general fund.

B. All protest must be completed before payout begins.

C. Any and all appeals will be heard and acted upon at the next scheduled board meeting.

Safety

A. Uniforms - Complete uniforms including gloves, boots/shoes, approved arm restraints, neck brace, and approved helmets will be worn by all drivers at all times while in the race car.

*Uniforms must be made of nomex.
*All drivers using single layer nomex suits must wear nomex underwear.
*Uniforms must be long sleeved and fit snugly around the neck, wrists, and ankles.
*Both top and bottom of two piece uniforms must be worn.
*Nomex head sock or hood is recommended.
*Approved racing helmets are those designed specifically for auto racing and meet SA95 or M95 shell foundation specifications and should be labeled as such.
*Arm restraints of an approved type and racing style shoes manufactured from a fire retardant material or leather boots are required.

B. Seat belts
*Seat belt will be a minimum of 3" wide.
*Use of double over the shoulder harness with quick release belts is mandatory.
*Use of anti-sub belt is required.
*Belts and harness must be attached and anchored securely to the frame, not the seat.
*Belts must be maintained and replaced every two years of the manufactured date which is required by Simpson and Pyrotech.

C. Drive shaft loop or strap is mandatory.

D. Rock/Stone guard is mandatory

E. Right side head net of approved manufacturer is mandatory.

F. Quick release steering wheel hub is mandatory.

G. Accidents
Never go directly to an accident scene. Always allow emergency crews to arrive first and assess the situation. Do not interfere with the medical crew. Under red flag conditions, never pass the accident scene. Stop immediately. This is to lessen the chance for fire. You will then proceed after the RED/YELLOW light has displayed to the tracks designated work area ONLY (not on the track). ANY CAR NOT FOLLOWING THIS PROCEDURE WILL RESTART IN THE REAR OF THE FIELD. Any work can be performed during the red flag stop in the designated area. When the light turns back to yellow, the car(s) causing the accident will restart at the rear of all cars running on the same lap. Cars not involved in the accident can then return to his/her position as scored on the last completed lap. However, to retain a position, you must not delay the line-up process. Cars re-entering on a 'one lap to go' signal must go to the rear.

H. Under red, yellow, and checkered flags cars should gradually reduce speed. Unless absolutely necessary, avoid acceleration.

I. The CSA will not condone rough and/or aggressive driving of any kind. Every effort will be made to promote good sportsmanship and safe, fair competition. Rough, aggressive or unsportsmanlike driving observed by the track or CSA officials will result in a penalty as follows per season:

1st offense - verbal and written warning and probation of four races. Review of driving status after four races will expunge this offense.
2nd offense - loss of all points and money for event date imposed.

3rd offense - loss of all points and money for event date imposed and fine of $500

*** In addition, CSA reserves the right to expel any driver deemed to be a hazard to him/her or others from competition for the remainder of the season.

J. At each event the flag man or track official will make or substantiate any call on the track and/or CSA violations. The combined decision of the flag man and track officials and the CSA president are to be final.

K. All first time drivers with CSA events shall start in the rear of the first three events in which they qualify. The CSA board members will review the driver's ability after the third event to determine whether the driver is qualified to start in his regular position. For the safety of all drivers and spectators there will be no appeal of this decision.

L. All drivers must have a legal driver's license. CSA board members have the right to revoke a driver's eligibility if the driver is found to be a hazard to themselves or others.

M. Only one (1) person per push vehicle, no exceptions, when pushing a car onto the track, while pushing the car in the pits, while under caution, restart, etc. Otherwise, when a push vehicle is in contact with a car, only one (1) person is allowed with that vehicle. The car in violation will start in the rear of the field for that event AND $50 fine per violation.

Race Procedures

A. At the start of a race cars will be allowed 1 lap to clean out motor this will be done under a green yellow, and every effort must be made to not pass the car in front of you, after that lap flag will go to yellow then we will proceed with the flagman giving the 1 to go to line up in race order or for four abreast.

B. There are no driver changes allowed during a CSA event. Drivers may compete in only one car per CSA event.

C. Any car stalling, deliberately slowing down, or spinning out on starts or restarts will go to the rear. If this occurs on a two abreast start, only the cars immediately following the offending car should move forward. All other cars will hold their positions.

D. Any car stopping, spinning, or stalling to avoid involvement in an accident will retain their position. The car(s) causing the caution will go to the rear.

E. After a race has officially started, if a car stops or spins, there will only be one restart, and the offending car will go to the rear. Anyone causing 2 cautions will be blacked flagged this includes stops and spins.

F. Upon one lap complete, CSA races shall restart nose to tail and single file. The leader shall restart the race between turn 3-4 at his choosing. Any car advancing their position prior to passing the cone will be disqualified. If a car does not line-up properly nose-to-tail, and leaves a gap, they will be black-flagged. Jump starts will be called by track officials including the flagman/official and will be penalized by sending the offending car to the rear of the lead lap. After three repeat offenses, it will be considered rough driving and the driver will be black-flagged.

G. After a caution with 5 laps to go or less in the feature race, lapped cars will be placed behind the last car on the lead lap.

H. Any car repeatedly loosing coolant (or water), fuel, or lubricant may, at the official's discretion, be disqualified for the remainder of the race.

I. If a car leaves the track it cannot re-enter the race until the next yellow flag.

J. During a yellow flag, cars may drop out of line and go to designated service areas. The car must return to the rear of the field provided it is ready at the time of restart. Otherwise, it must re-enter during the next caution period.

K. If a race is stopped by use of a red flag and is ruled complete by virtue of more than 50% of the race having been completed, the finishing positions will be lined up according to the last officially scored lap run under the green flag. Cars should not race back to yellow or red flags, including the last lap (It won't count anyway).

L. The driver starting on the pole position of any race controls the start of the race and is the only one who may delay the start (by raising his hand in the air) before the green flag has been dropped. The pole car is responsible for starting and maintaining a reasonable and safe speed. If a car causes those behind him/her to break, stall, or check-up by stalling those behind or breaking will automatically be black flagged.

M. Feature races will be 25 laps, with the exception of championship races which will not exceed 30 laps. Any laps over 30 will be paid in excess of normal purse

N. No driver may race in any CSA sanctioned race before having read and understood this rule book in its entirety. All drivers must sign the appropriate "Rules and Guidelines" form stating that he or she understands and will adhere to all rules and policies of CSA before participating in any CSA racing event. Remember: Driver's are responsible for rule adherence by his/her crew members.

O. Drivers competing in more than 5 races total, shall not be eligible for the "Chuck Todd Rookie of the Year" status in the succeeding racing season. Drivers eligible must start in the rear of (3) three events in the year of eligibility.

P. '360's' are not allowed. If a car does a '360' and a caution is not called, the car will be sent to the rear of the lead lap on the next caution. If the race continues without a caution, the car will be scored as if it had been put at the end of the lead lap at the time of the infraction. Track officials are not solely responsible for the implementation of this penalty. This rule has been enforced verbally since 1998.

Q. A proper four abreast requires one car length between each car, lining up with the car to the left. When breaking away, the outside line must remain at a slow pace while the inside line moves out at a moderate pace (This is not a hot lap session).

R. All drivers must sign-in by 6:00 p.m. before Saturday night races and 6:30 p.m. before Friday night races. Failure to do so will result in placement of that driver at the rear of his/her heat race, and the driver will not be eligible for passing points.

S. To properly post points, drivers must make it clear when signing in which car they will be driving during the current racing event.

T. Complaints must be given and handled in a non-aggressive, civilized manner.

U. If a car exits the track or enters the infield during race line-up, that car must re-enter and line-up in the rear of the field. Only exception is if ordered to stop by an official.

 

Penalties

A. The CSA president, vice president, and board members together shall have the only authority to impose penalties, fines, and/or suspensions without the consent of the membership. The penalized CSA member shall have the right to appeal in writing to the membership within four(4) days. There is no appeal of any race procedure call. All on track call, whether made by a CSA official or track official are final

B. All monetary rewards withheld from a driver due to disqualification or penalty, will be placed into the CSA general fund.

C. If an engine is found to be illegal, the car and driver points shall be forfeited from the beginning of that current season to date, and any money owed to that car and driver for the event in which the violation occurred will be forfeited. Cars next in line will move up accordingly.

D. If an owner refuses to allow any technical inspection of a car, it will be assumed that the car is illegal. A technical violation will be cast and all money owed to the driver and points for the current racing season will be forfeited with the purse money going to the general fund. Money and points will be awarded as cars were scored (with exception of the car to be checked). If at the time of tear down the questioned car is found to be illegal the monies and points will be distributed accordingly. If car is found to be legal at time of inspection then the CSA will furnish $100.00 for the purchase of gaskets.

E. The CSA technical inspector has the only and final say on technical rules.

F. Any driver found not wearing the proper safety gear before starting a race will be disqualified from that race.

G. Any member initiating or participating in an argument and/or fight at a race track during a CSA event will be subject to suspension for the following 3 consecutive races within the current racing season.

H. In the event of a racing related dispute, it will be the responsibility of elected CSA board members and vice presidents to solve and/or make decisions in the pursuit of fairness. Procedures in making decisions will pursue as follows:
a.) The CSA president will call and preside over a meeting where elected board members and vice presidents will have full authority to make decisions after having gathered pertinent and valuable information and having heard grievances from all parties directly involved in said dispute. Other executive members may or mat not be called upon to answer questions and supply facts that may help in the decision making process. Once adequate information has been presented and reviewed, the CSA president will preside over a closed meeting where elected board members only (excluding CSA president, secretary, treasurer, technical officials, as well as any board member who has a vested interest in the dispute and outcome) will render decisions upon dispute(s).

b.) To uphold the integrity of the CSA, this decision cannot be overridden and must not be undermined by any appeal process, petition, ballot distribution, or belated information pertaining to the dispute.

I. There will be no rough driving or excessive speeding while leaving the track after a penalty has been imposed. Failure to comply with this rule will result in a penalty of $100.00 and 100 points to be assesses the night of the infraction (no exceptions).

J. In the event that any driver, owner, or pit crew member with any CSA team approaches another team with an act of violence, that individual/team will be ejected immediately from that event. The driver of the team in violation will then be fined 500 points, the team, driver and owner suspended for the next three events, and the owner/driver will be fined $1000. The fine must be paid prior to returning to any CSA events.

Disqualifications

Black Flag - A driver disqualified under a black flag will receive points and money for his/her proper order of finish at the end of that race event.

Technical - Any disqualification on technical rules other than engines, such as car weight, illegal right tire, wing size, etc. shall result in disqualification and loss of points and money for that race event only.

Immediate - a driver or a car is not allowed to race until the violation is corrected. Any driver found not wearing and/or utilizing the required and proper safety gear before starting a race will be disqualified until the violation is corrected (Ex.: ineffective helmet, no anti-sub belt, no rock guard, etc.).

Racing Line - Up

HEAT RACES:

* Heat race finishes along with passing points will determine where a car lines up in the feature race and when necessary a B - main race.
* There will be no more than 8 and no less than 5 cars per heat race.

15 cars or less = 2 heats
16 cars or more= 3 heats
24 cars or more= 4 heats
30 cars or more= 5 heats
36 cars or more= 6 heats

* If 4 heats - top 4 cars of each heat qualify for 'A' main - 'B' main will be run to complete the field

* If 5 heats - top 3 cars of each heat qualify for 'A' main - 'B' main will be run to complete field.

* If 6 heats - top 3 cars of each heat qualify for 'A' main - 'B' main will be run to complete field.

* Heat race line-ups will be determined by drawing.

* The 3 heat race line-up will be as follows:

* The 4 heat race line - up will be as follows:

* If a car drops out before a heat race begins, all cars starting behind that car will move up one position by swapping lanes then moving forward to fill in the space (Example: If the pole car does not make the call, outside pole will move to the pole position and the inside row 2 car will move to the outside pole position and so on).

* Passing Points: will be awarded for each car a driver passes in a heat race. Beginning on the first green flag lap, a driver will receive 1.0 points per past car during the race. If a car is damaged during the first lap and is unable to finish a heat race, all cars behind that car will receive 1.0 passing points upon passing the second green flag. If two or more cars are unable to complete the race, those cars will be scored according to the order in which they originally started but on the back of the heat. The cars remaining will move up the appropriate number of positions.

Points will be earned for finishing position as well as cars passed. The driver accumulating the most points from the heat will be awarded pole position in the feature race (unless the driver did not pull a number on time). In the event of a tie in heat race points (position + passing points), the driver first earning the points (Heat I before Heat II)will be aligned in front of the other driver who earned the same number of points. Passing points will be figured on the actual starting position on the final parade lap of each heat race.

1st place: 60 1 cars @ 1.0=1 PPT
2nd place: 58 2cars @ 1.0=2 PPT
3rd place: 56 3 cars @ 1.0=3 PPT
4th place: 54 4 cars @ 1.0=4 PPT
5th place: 52 5 cars @ 1.0=5 PPT
6th place: 50 6 cars @ 1.0=6 PPT
7th place: 48 7 cars @ 1.0=7 PPT
8th place: 46 8 cars @ 1.0=8 PPT

DASH RACE:

Top 2 points out of each heat race (2, 3, 4 heats etc..) and put the numbers 1-8 in a hat to draw for starting position in the dash. The dash will be five laps and wherever you finish in the dash determines the line up for feature. (If time does not allow for a dash then feature line-up will go by heat race points).

FEATURE RACES:

CSA championship race to be billed as the Buddy Hebert Memorial (starting 2008)

* Championship points are awarded for CSA sanctioned feature races, 'B' main, and heat races. Points are used to determine how points fund money and/or prizes are awarded.

* Championship points are awarded to each finishing position of the feature race and 'B' main race as follows:

1st place: 250 11th place: 200
2nd place: 245 12th place: 195
3rd place: 240 13th place: 190
4th place: 235 14th place: 185
5th place: 230 15th place: 180
6th place: 225 16th place: 175
7th place: 220 17th place: 170
8th place: 215 18th place: 165
9th place: 210 19th place: 160
10th place: 205 20th place: 155

* If a driver makes a legitimate attempt to race an event, but is unable to compete, that driver will receive feature points in the amount of the last position for that evening. This could be either an A or

B main feature.

* All cars finishing beyond 20th place will receive 50 points each.

*B Main points are awarded as follows:

1st 50 (non-transferable position)
2nd 45
3rd 40
4th 35
5th 30
6th 25

* All cars finishing beyond 6th place will receive 25 points each.

To be eligible for any added monies beyond the normal purse in any CSA event, a driver must have raced at least 51% of the CSA races in the current year or 3 previously contested races, prior to special race this includes the championship race.
